UC BrowserHD: The Best Modern UI Web Browser For Windows 8 & RT So Far

Ever since I got my Surface tablet, I’ve yet to come cross a decent web browser on Windows Store. Even though Microsoft has bundled Internet Explorer with both Windows 8 and RT, it doesn’t stand a chance against the likes of Mozilla Firefox or Google Chrome, both of which have yet to bring their Modern UI apps to the Store. Browsing through Windows Store to fight back my hard luck, I stumbled upon UC BrowserHD and couldn’t wait to give it a try. Already a big name on Android and other mobile platforms, UC BrowserHD does full justice to the Modern UI, and boasts a myriad of features that would leave anyone impressed, including smooth web browsing, bookmark syncing to the cloud, multi-tab support for simultaneous browsing, and an interesting speed dial feature to quickly access your favorite websites.

Once fired up, the main screen shows you a mix of predefined Speed Dial tiles of popular websites that many of us tend to access frequently, such as Google, YouTube, Facebook, Yahoo, Twitter, Gmail and so on. You can also add your own favorite websites to the speed dial by clicking or tapping the add button. Scrolling to the right unveils further mini tiles of other renowned sites related to technology, lifestyle, entertainment, news etc. In addition to serving as the address bar and search box, the sticky toolbar at the bottom also houses buttons for back and forward navigation, homepage, bookmarks, downloads and settings.

UC BrowserHD employs Google as the default search engine for all your search queries, but also gives you the choice to switch to other search engines including Yahoo!, Bing and Wikipedia, with more expected to be added to the list later down the road.

One awesome thing about the app is the blazing fast and super smooth web browsing experience it provides. Pages load at breakneck speed, and there seems to be no jitter or lag whatsoever while scrolling though the sites. Images look vivid and text appear sharp for great readability.

The browser can be customized from the settings pane in a lot of ways. You can toggle bookmark sync (more on that later), webpage preload, toolbar’s sticky state, and incognito browsing (to begin a private browsing session). You can also access your browsing history, change the wallpaper of the Speed Dial page, and in addition, specify your preferred form saving settings (for auto-fill), and choose your preferred app language. The Clear Records button at the bottom lets you delete cache files, cookies, history, saved form data, and saved passwords.

The History section of the app lets you easily restore your previously accessed pages in case of any system or application crashes, or simply access your previously opened websites at a later time.

The nifty Sync Bookmarks feature mentioned earlier allows you to sync your bookmarks to the UC Browser cloud server. To use this feature, you’ll need to register an account first, which can be done for absolutely free.

Bookmarks can be managed from the bookmarks screen. The app bar at the bottom lets you toggle bookmarks syncing and add a new bookmark or folder.

UC BrowserHD also lets you download files and images from the web to your local storage. Ongoing downloads can be accessed using the download button in the toolbar.

UC BrowserHD is hands down the best web browser for Windows 8 and RT that we have see so far. It works on Windows RT as well as both 32-bit and 64-bit editions of Windows 8.

Find Alternatives To Android & iOS Apps On Windows Store With AppSwitch

It has been a while now since the launch of Windows 8 and as expected, a lot of fresh apps Modern UI apps have started to make their way to the Windows 8 ecosystem. Although the overall library doesn’t yet offer as many options as Google Play Store and Apple App Store, it’s clear that the ecosystem is growing at an impressive speed. With such a wide range of choices though, finding the perfect replacements for your iOS or Android devices on Windows Store might not be too easy. Worry not though – AppSwitch for Windows 8 aims to come to the rescue. The app suggests you perfect or very close matches on Windows Store for popular Android and iOS apps, such as eBay, Facebook or Flipboard, to make it easy for you to find the right apps on the platform. Even when it doesn’t find a decent match, it suggests a similar application relating to the same category as the next best alternative.

When you first launch the app, its intuitive interface instantly presents you with some popular Windows Store apps under featured, latest, popular, top rated and favorites sections. While it seems fairly impressive, the results shown on the main screen can be quite random; an app that you found under featured or another app group may not be there the next time you launch AppSwitcher. However, you can click or tap ‘see more’ below any section to check out all the apps available under it.

The ‘latest’ section constantly updates itself with new apps. The apps list itself appears in a tiled manner to present you with a significant number of matched app pairs. In certain cases, a single app can match multiple apps on other platform. For instance, Flux can be taken as alternative to Flipboard as well as Google Reader; thus, AppSwitch pairs it with both of them as a match.

Clicking or tapping an app takes you to its page that contains screenshots, reviews and a mini description. Here, you may choose to like or dislike the app, add it to your wish list by clicking ‘save for later’, view other matches for the app, or hit ‘download’ to jump over to its Windows Store page for installation.

By default, AppSwitch shows you matches for both iOS and Android apps but if you are coming from one of these platforms only, you can always toggle the other platform off from the Settings bar. To access this menu, click Settings, followed by Settings again in the Charms Bar.

The app’s UI as well as its own suggestions of matched app pairs is great, but one major shortcoming that shouldn’t have been overlooked is the lack of support for doing a manual search for your desired app. While the interface to search is there via the Search Charm, you always get the “No search results found” message each time you try to search for an app. We hope the developer addresses this issue in the next update, it is severely limiting the app’s utility as a quick way to find suitable alternatives for apps we already know about.

Regardless of this shortcoming, AppSwitch can still be handy if you don’t mind going through its own suggested matched app pairs for your app discovery on the platform. AppSwitch works on both Windows 8 and Windows RT.

Download Android App APKs From Google Play Store To Your Desktop

Back in February 2012, we reviewed a Google Chrome extension that lets you download APK files of Android apps from Google Play directly to your PC, to be able to manually sideload them to your device. This method helps you grab any app that you are otherwise having problems installing to your device due to regional restrictions. Though that extension required some tinkering after Chrome’s latest updates, and stopped working for some altogether. Today, we’re bringing you a Windows app called Real APK Leecher that provides a more convenient way to download Android applications to your PC by similarly using your Google account associated with your device.

To get started, you first need to find your Device ID. Simply enter *#*#8255#*#* into your phone dialer, you’ll be shown your device ID (as ‘aid’) in GTalk Service Monitor. As another option, you can also use an Android app called Device ID that quickly reveals the ID to you without any extra jargon.

Real APK Leecher is a portable app that does not require installation. Simply extract it from the downloaded zip file and run it. It will bring up its Options window to get you started with the necessary configuration before you can use the app. Enter the email address of your Google account that is associated with your Android phone, as well as the device ID that you retrieved in the previous step. The Options console also allows changing your default language/country for faking the region. This way, you can download an app that is otherwise not available in your own country. In addition, you can fake your carrier via entering any custom SIM Operator Numberic (SON). This is optional however, and you may leave it empty if you don’t require it. Finally, select the destination directory where you want to download the APKs, and optionally, an existing folder that already contains APKs so that the app can check against them before downloading one in case you already have the latest version. After specifying all these settings, click Save.

You will be then be taken to Real APK Leecher’s main screen. If you want to make any changes to the previously defined settings, simply open the Edit menu and click Options. To download an app, type the app’s name in the search field at the top right and press enter. Apps can be searched by vendor name, package name or both (custom). The tool displays both the free and paid applications, but the paid ones can only be downloaded if you’ve already purchased them from Google Play under the same account Google account you are using with the application. To download an app, right click on its name in the search results, and select ‘Download this app’. In addition, you can download only the app’s icon, scan your existing apps folder to see if you have the latest version available already, delete the app, copy its link location, search for related apps, and view the app’s Google Play page.

Once you start downloading an app, its progress is shown in a separate window, from where you can cancel the download or hide that window itself.

Real APK Leecher is an open-source Java app and works on Windows, Linux and Mac.

NetStalker Is A Rule-Based Firewall For Easy Internet Monitoring & Filtering

SterJo NetStalker v.1.1

Having confidential information on your computer requires better care for your PC security. Some program on your computer may send that type information to someone, which you definitely don't want. So it's better to prevent it with a network monitoring software. If you're concerned about your network security, and want to be sure you have the proper PC protection, there is a special program. A solution for your computer protection is called SterJo NetStalker. It is network monitoring software – not a firewall, but makes the same thing for you and works on similar priciples as a firewall.

Free Computer Protection

SterJo NetStalker is security software made specially for your PC protection. It will detect all connections to your computer, both authorized and unauthorized, and alert you for every new connection.

It is kind of a free firewall – not a classic firewall as we know it, but rather a monitoring software, which will display details about all connections on your PC. Analysing all open ports on your system will be done in less then a second. SterJo NetStalker will also analyse all running processes on your computer. That's especially useful when processes look suspicious, so this free computer protection software will work like a firewall software and inform you when your PC security is threatened

How is SterJo NetStalker working?

This simple application works as a firewall software. It will protect your PC from any unwanted internet activity. It will watch on TCP and UDP connections which are currently enabled by services and applications you have running on your PC. Being a network traffic monitor it means that it will monitor your network traffic (for free). You will be able to block any unwanted process which is the result of internet access.

After launching the application, it will automatically scan all services and processes currently running on your PC. They will be listed under the Activity tab and you will also be able too see info related to local and remote IP addresses, and port, as well as the current status of the service. A status bar will inform you about all these connections's activity. If this internet traffic monitor notices any suspicious process that could be harmful for your PC security, a window will pop up so you will be able to quit the process and destroy it, or to allow the process to access the internet. This network monitoring software is smart enough to block those processes that don't hold with your network rules you've defined.

You can choose between Accept and reject action. To define the rules, go to the Policy tab. To add new rules, use the "Add a New Rule" option. You will get some pre-configured policies in order to help you get started. They can also be modified later. The Security menu is offering you to change modes of the application, so you can allow, filter or block the traffic. You may also pause the traffic. SterJo NetStalker is that simple.

One of the possibilities this free network monitoring software offers you is to track all the internet activity and be saved in files. There is the Log tab that saves all the logs and the History tab that saves all the actions you make.

aTunes Is A Music Manager With Support For Lyrics, Last.fm & Online Radio Streaming

Apple’s marquee iTunes application has earned a lot of reputation as well as notoriety, depending on your requirements and stance on bloatware. The app works great with iOS devices but for most others, alternatives like MediaMonkey and Winamp are still among the top choices. Recently, I reviewed a light-weight music player for Windows called GOMAudio that is built with minimalism on mind but today, I have a feature-laden audio manager for music enthusiasts called aTunes. No, it’s not another iTunes rip off, but the application does look cool. This open-source cross-platform program holds tons of features under the hood, boasting incredible skin customization options and stellar playback performance, streaming & Last.fm support, automatic lyrics downloading, syncing with portable media players, and a lot more. Let’s take a look at the player and its features in detail after the jump.

In many ways, the application UI seems to be the culmination of several major media players available for different platforms, especially the previous versions of iTunes and Windows Media Player. The default skin comprises of a blue and white color scheme from top to bottom, with all the navigation buttons at the top. Upon launch, aTunes asks you to manually select your music directory, instantly scans your audio collection and adds it to the library. However, you can also do this later on from the File menu. It contains all the basic features that one would ask from a music app such as shuffle and repeat modes, playlists, lyrics support, album art, metadata tags, radio and podcast support etc.

When it comes to playlists, you can create as many as you like via the arrow button near the playlist tab. The context menu allows you to add a new playlist, rename an existing one, close, arrange columns and so on. Clicking an audio track from the music repository automatically pushes it to the selected playlist.

If your audio hardware doesn’t do justice to your ears, the native Equalizer can come real handy here. The equalizer houses a wide array of presets including the commonly used classic, club, live, pop, rock etc., while also giving you the choice to manually adjust it according to your liking. Just don’t forget to mark Equalizer toggle to enable it before making any changes.

Another noteworthy feature is the ability to customize aTunes’ skins, and there are lots of them to choose from. In the Preferences window (Edit > Preferences), you can select from themes like Sahara, Twilight, Graphiteglass, Nebula and a whole lot more. Another noticeable mention is how it handles portable devices. For instance, you can manage music on your portable MP3 players or a smartphone, all within the aTunes’ interface. However, the application failed to recognize the iPhone during testing.

To evaluate a great music app, there are some extra perks that also need to be taken under consideration. aTunes doesn’t disappoint when it comes to its radio and podcast streaming options. You can click the miniscule Radio button on the left to access a huge library of stations spanning across a number of genres. You can even add your favorite radio station in a separate playlist for instantaneous access.

Another interesting feature of aTunes is its Stats panel. Here, you can see the number of songs that you have already listened to from the collection of tracks in your music library. The application uses a pie chart for graphical representation of played and non-played songs, and the graph can be sorted by songs, albums or artists.

The Preferences console offers a multitude of options under different panes named General, Repository, Player, Navigator, Playlist, OSD, Content Information, Internet, Last.fm, Device, Radio, Podcast feeds, Import and Export. You can change theme skin and layout under General pane, while Navigator allows you to customize hotkeys.

aTunes also allows Last.fm users to log into their account and listen to their favorite music from right within the app. The Context Information section enables you to select the search engine to be used for automatically downloading appropriate song lyrics.

Having spend a lot of time playing around with it, I can conclude that overall, aTunes is an awesome music manager that does a great job at all the features it offers. The application works on Windows, Mac OSX and Linux.

Official Dropbox App For Windows 8 And RT Now Available For Download

With data backup and syncing growing to become a somewhat of a necessity, the world of cloud storage services has become saturated with options for the end user. However, Dropbox still remains one of the the most popular cloud services with clients for all major platforms, including Windows, OS X, iOS and Android. Ever since the release of Windows 8, people have been waiting for the official Modern UI app for Dropbox. Well, the long-awaited app has finally landed in the Windows Store. The app doesn’t seem to sport the kind of quality one would expect from a name such as Dropbox, but it does provide you with the basic functionality of accessing and viewing your cloud files and folders. Moreover, it lets you share cloud content over Facebook, Twitter and through email. Keep reading to find out more about the app and what’s currently missing from it.

When you run the app for the first time, you’ll need to log in using your Dropbox account and password.

Dropbox Login

The main interface of the app is as simple as they come. The saved content is divided into two categories: folders and files. All the folders are listed on the left side while the files are available on the right. There are no extra options, and thus, no app bar as yet. Currently, you can only view files. The option to upload and download files – the basic purpose of cloud storage – is, disappointingly, not available.

Opening a folder will display all its files along with their sizes and thumbnail previews (for images).

Dropbox Folder

The app comes with its own built-in image viewer, which can open all the basic image formats. You can navigate to the next and previous images by swiping across or hitting the navigation buttons on either edge of the screen.

Dropbox Image

You can share the files over over the web through the Share option in the Charms Bar (Win + C). You can only send out the link of the file that you want to share, of course.

Dropbox Share

In a nut shell, the official Dropbox app for Windows 8 only provides users with the most basic functionality, and leaves a lot to be desired. Most users may prefer using the web app instead of what the Windows 8 client currently has to offer. In order for it to be useful, the app needs to be brought on par with the quality that is available on other platforms.

The app works on Windows RT and both 32-bit & 64-bit versions of Windows 8.

Update: Even though the Dropbox app does not provide users with a direct method to upload files to the cloud, you can still upload items to to it using other apps. When saving a file, just change the location to Dropbox instead of a local folder and the file will be uploaded. If the Dropbox app is installed on your system, the option should appear below the local folders.

Myanmar Journalist’s Death Spurs Call for Inquiry

Civil society and human rights groups in Myanmar, also known as Burma, are urging the government to fully investigate the death of a journalist while in military custody.

Aung Kyaw Naing, also known as Par Gyi, a Burmese-language freelance journalist, was arrested September 30 after crossing into Myanmar for a reporting trip from his home base in Mae Sot, Thailand.

Ye Aung of the Burma Former Political Prisoners Association told VOA's Burmese service that his group and other civil society organizations was demanding a thorough inquiry. The group asked authorities "to form a commission to investigate the killing," he said.

Aung Kyaw Naing was taken into custody after reporting on clashes between government troops and Karen ethnic fighters. Last week, the army announced he had been shot and killed by a guard while trying to escape. They added that he was working as an information officer for the Karen rebels, who have denied the allegation.

Authorities in the town of Kyaikmayaw have promised to conduct a full investigation.

Police Lieutenant Then Sein Win said local authorities first would need to secure permission to access the body, which has already been buried.

"We have to get permission from the judge and other senior officials," Then Sein Win said. "So we are just planning to exhume the body. But we won't do it without the consent of the remaining family members."

However, Aung Kyaw Naing's wife, Ma Thandar, said she would sue the police if they exhumed the body without her present as a witness.

The military and Karen rebels have engaged in sporadic clashes near the Thai border in recent months.

Myanmar President Calls Meeting of Top Army, Political Officials

Myanmar President Thein Sein has called for a landmark meeting with representatives of the country's military, top political parties and ethnic minority groups.

The summit to be held Friday in the capital, Naypyidaw, will bring together six political parties, including that of longtime democracy leader Aung San Suu Kyi.

The meeting, the first of its kind, comes amid tensions as Myanmar, also known as Burma, emerges from decades of direct military rule.

Suu Kyi's party, the National League for Democracy, has been pushing for constitutional changes that would limit the power of the military.

Parliamentary elections

The NLD is expected to perform well during parliamentary elections, which will occur in late October or early November of next year.

It will be the country's second general election since a nominally civilian government took power in 2011 and enacted a series of political and economic reforms.

The reforms have been lauded by the country's opposition leaders, foreign governments and rights groups. But many still complain that the constitution bars Suu Kyi from the presidency, since her late husband and two sons are British.

The constitution also ensures that the military retains at least 25 percent of seats in parliament.

Syrian Kurds want France to press Erdogan to allow Kobane relief during Paris visit

Syria’s main Kurdish party has called on France to press Turkey to allow reinforcements to reach the besieged town of Kobane when Turkish President Recep Tayyip Erdogan visits Paris on Friday.

“The international coalition’s airstrikes help us but the answer is to provide arms on the ground to allow our fighters to resist,” said Khaled Issa, the representative in France of the Democratic Union Party (PYD), at a press conference in Paris Wednesday.
Click here for our coverage of Turkey presidential election 2014

Issa accused Turkey’s Islamist government of “preventing direct help to the resistance” and of secretly supporting the Islamic State (IS) armed group.

“We are counting on the wisdom of President Hollande to convince Mr Erdogan to break off relations with the terrorists and not prevent direct help to the resistance,” he said.

He also called on Hollande to persuade Erdogan to deliver the authorisation to establish a corridor between Kobane and other parts of Syria controlled by the PYD.

Two groups of Iraqi Kurdish peshmerga fighters were on their way to Kobane on Wednesday after Ankara authorised their passage.

While relations between Erdogan’s government and the Iraqi Kurdish leaders have improved, it has been reluctant to collaborate with the PYD because of its links to the Kurdistan Workers’ Party (PKK) which has been in conflict with the Turkish state for decades.

Hollande, Qatar emir attend Total boss funeral in Paris

President Hollande and the Emir of Qatar attended the funeral in Paris on Monday of Christophe de Margerie, the boss of the Total oil company, who was killed in a plane crash in Russia last Monday.

The French prime minister, as well as many other French politicians and foreign dignitaries, and IMF boss Christina Lagarde, also attended the funeral which was held in the Saint-Sulpice church in central Paris.

Russian ambassador Alexandre Orlov represented Vladimir Putin, who last week said de Margerie was a “true friend” of his country.

Christophe de Margerie was killed when the private plane in which he was travelling, struck a snowplough on take off at Moscow airport. Three crew members also died in the crash.

Just hours before the crash, De Margerie had met Russian Prime Minister Dmitry Medvedev at his country residence outside Moscow to discuss foreign investment in Russia, the Vedomosti business daily reported.

Russian investigators said that the driver of the snow-clearing machine was drunk and that his actions, along with "an error by air traffic controllers", appeared to be behind the crash.

The incident is being investigated by the Interstate Aviation Committee, which probes all Russian air accidents, and experts from Russia's aviation agency.

Cambodian Author Examines Extreme Militarism

The Khmer Rouge both as a movement and as a government was primarily military in nature, but its extreme militarism might have been a factor of its eventual collapse, a Cambodian author says.

Nhem Boraden, author of “The Khmer Rouge: Ideology, Militarism and the Revolution that Consumed a Generation,” is currently a student at the US Army Command and General Staff College at Fort Leavenworth, Kansas.

In an interview with VOA Khmer, he said that while it could be called a failed state, and one without a civilian structure, the Khmer Rouge regime had all the elements of a modern military.

As a result, it was overambitious and overconfident and eventually provoked a conflict with Vietnam, which led to its demise, he said.

That lesson can be applied to the Middle East and Iraq, where political and social problems should be solved to prevent the development of similarly over-militarized organizations, Nhem Boraden said.
The Khmer Rouge: Ideology, Militarism and the Revolution that Consumed a Generation by Nhem BoradenThe Khmer Rouge: Ideology, Militarism and the Revolution that Consumed a Generation by Nhem Boraden

Nhem Boraden’s book, which draws heavily from materials collected by the Documentation Center of Cambodia, is one of the first to examine “the entire organizational life of the Khmer Rouge.”

“There were organized militia/guerillas, there were organized divisions in the provinces, which the Khmer Rouge called regions, and there were regional armies,” he said. “And the chief-of-staff headquarters [in Phnom Penh] controlled nine divisions, alone totaling up to 60,000 troops.”

He says the overwhelming presence of its military as the sole state structure might have given the Khmer Rouge a false sense of strength, leading to its fall.

He said the lack of a civilian structure also made the Khmer Rouge weak against the Vietnamese-installed People’s Republic of Kampuchea, which was rebuilding the country’s civilian administrative structure.

Nevertheless, the extreme guerrilla group helped extend Cambodia’s civil war for another two decades.

Nhem Boraden said that lesson can be applied to the Middle East, especially instability in Iraq. Civil war, instability, and military campaigns require committed recruits, and those recruits only fight when there is a social or political issue at stakes.

Without a good solution to these problems, the war risks becoming “chronic” just as we have seen in Cambodia in the past decades, he said.

The author stopped short of drawing a parallel between the Khmer Rouge and the Islamic State but said the circumstances that allowed the rise of both are similar.
Many academic history books about the Khmer Rouge have tended to focus on the genocide and key individuals in the movement like Pol Pot, Ieng Sary, and Duch.

For Cambodian-Canadians, Shock Remains After Parliament Shooting

Cambodians living in Ottawa say Wednesday’s shooting at parliament there has created fear throughout the city.

The unprecedented attack, in which the assailant, Michael Zehaf-Bibeau, 32, was killed by security personnel, happened just 10 kilometers from Teav Vannat, who has lived in the city since 1980.

He told VOA Khmer that even though there is no new threat, there is still a sense of shock. “Canada has never had an attack like this,” he said.

His daughter, who attends Ottawa University, near the parliament building, did not attend school after the shooting, he said.

Some Kolvath, who moved to Ottawa after fleeing the Khmer Rouge, lives five minutes from the scene of the attack. He said roads are open, but many people are choosing to stay home.

“I have a daughter who works downtown, but I told her not to go,” he said. But he said life would return to normal soon.

LAN messenger

A LAN messenger is an instant messaging program designed for use within a single local area network (LAN).

Many LAN messengers offer basic functionality for sending private messages, file transfer, chatrooms and graphical smileys. The advantage of using a simple LAN messenger over a normal instant messenger is that no active Internet connection or central server is required - and only people inside the firewall will have access to the system.

Illegal Logging Ravaging the Last Forests, Activists Say

PHNOM PENH—Forestry activists say at least 55,000 tons of luxury wood were sent from Cambodia to China this year alone.

Activists from communities that live near or among some of Cambodia’s last forests told reporters Wednesday that illegal logging is ravaging their homelands, part of a “systematic” trade that includes the participation of high-ranking officials, authorities and security forces.

A network of activists, from groups ranging from the northeastern provinces, the remote north, and along the southwestern Cardamom Mountains, denounced the trade, which deforests Cambodia and sends timber to China and Vietnam.

“The authorities are complicit in a system, from the governor to the village chief,” said Em Sopheak, a representative from Mondolkiri who works with the Community Legal Education Center.

Meanwhile, the Ministry of Agriculture reported a major increase in reported forestry crimes, from around 500 in 2012 to nearly 1,900 in the first nine months of this year.

Activists say legitimate businesses, too, can create problems. They point to companies that have licenses to buy confiscated wood from the ministries of Agriculture and the Environment in the northeast.

But company trucks also move illegal timber, said Mom Sokin, a member of the Community Peace Network in Kratie province.

“There are about 50 to 60 trucks transporting wood each night,” she said. “They are from the provinces of Preah Vihear, Stung Treng and Kratie. Normally, they are both legal and illegal.”

Cambodia’s forests, which once covered three quarters of the country, now account for only 38 percent of cover today, and could be spread across as little as 20 percent of the country by 2020, activists say.

Sao Sopheap, chief of cabinet for the Environment Ministry, disputed the claims. “The government has a policy to fight forest crimes, and we cure and replant the forests that are destroyed,” he said.

Washington State Senator Sees Business Potential in Cambodia

A US state senator has wrapped up a trip to Cambodia, where he was looking to improve trade ties.

Sen. Don Benton, from Washington state, told VOA Khmer that Cambodia has many business opportunities, compared to other Asean countries.

“American businesses should be looking at their presence in the Asean community,” he said. Cambodia’s physical location, geographically, is “right in the center of that economic community.”

Critics of Cambodia’s business climate say it is mired in corruption and inefficiencies that can make it problematic to invest in.

But Benton pointed to tax and duty benefits, widespread high-tech communication and other benefits that make Cambodia worthy of consideration for investors. And he said corruption is becoming less prevalent.

“They are cleaning it up, and you can do business there in the open, without having to get involved in unethical practices,” he said. “That’s a big message the American government can help relay to American businesses, that the [Cambodian] government is very serious about corruption and cleaning it up.”

In an eight-day trip that ended last week, Benton met with the ministers of Commerce, Agriculture and Tourism, as well as high-ranking officials close to Prime Minister Hun Sen.

“We certainly want to do more business with Cambodia, so our mission was about increasing business opportunities for Washingtonians in Cambodia and about increasing import opportunities for the country of Cambodia as well,” he said.

Potential businesses include rice milling, tourism, canning operations, cool storage and textiles, he said. Those kinds of businesses and others will increasingly succeed as Cambodian power costs decrease, he said.

Cambodia’s ambassador to the US, Hem Heng, said US investment should come to Cambodia, where there is now peace and stability—not just for the Cambodian market of 15 million, but for the Asean market of 600 million people.

That means a lot of opportunity for investment, in construction, power, agribusiness and tourism, he said.

Hundreds March Against Australia Refugee Deal

Hundreds of monks and activists marched through Phnom Penh on Friday calling for the cancellation of an agreement signed last month that could see refugees who sought asylum in Australia resettled in Cambodia.

As part of the deal, the Australian government will hand over $35 million in aid money in exchange for Cambodia agreeing to resettle an undecided number of refugees currently being held in Australia’s offshore detention center on the South Pacific island of Nauru.

Opposition politicians and human rights advocates in both countries have slammed the deal and blasted Australia for failing to meet its international obligations to refugees. Outside the Australian Embassy in Phnom Penh on Friday, the condemnation continued.

“Australia used to be famous for democracy and human rights,” said Oeur Narith, an opposition CNRP activist, over a loudspeaker attached to a tuk-tuk and facing the embassy. “But not anymore. The world can see what you are doing.”

“You are making deals with a country that is famous for corruption and human rights violations,” Mr. Narith shouted toward the embassy. “Why would you do this?”

Australia has said that asylum seekers on Nauru—who have held their own demonstrations against being sent to Cambodia, with reports of suicide attempts and children sewing their lips shut—would only come to Cambodia on a voluntarily basis.

In an interview Thursday, Interior Minister Sar Kheng said he was doubtful that many of the refugees would agree to come to Cambodia.

“I think that it is right for us to be worried [about the refugee deal], ” he said. “But if we worry too much, it will create a problem. I do not have hope that those people will come to Cambodia because it is only on a volunteer basis.

“If they do not come voluntarily, Australia will not force them and we also have no right to force them. We don’t do risky things without thinking,” Mr. Kheng said.

But Denise Coghlan, who heads the Jesuit Refugee Service in Phnom Penh, said that, while reports of self-harming asylum seekers were disturbing, they did not give a complete picture of the situation on Nauru.

“We only hear the stories of those who do not want to come to Cambodia,” she said. “With the limited freedom they have on Nauru and the prospect of staying there forever, some may want to come.”

The crowd of about 200 activists made their way through the city Friday morning, stopping to deliver petitions asking for the U.N., the National Assembly, the Council of Ministers, the European Union office and the U.S. Embassy to put pressure on Cambodia and Australia to cancel the deal.

The protesters carried placards with slogans such as “Cambodians are not Aborigines” and “Asylum Seekers are Not Convicts.”

Outside the Australian Embassy, three Australian citizens sat in the shade cursing the deal—they had joined the march despite working for NGOs here that require them to sign agreements not to participate in political activities.

“We will not be silenced when it comes to human rights issues,” said one of the NGO workers who asked not to be named. “I haven’t been this fired up since we marched against Joh Bjelke-Peterson in Brisbane in the ’80s,” she said, referring to the longest-serving premier of the state of Queensland, who was nicknamed the “Hillbilly Dictator” and fell from grace after being convicted of perjury and found to have manipulated elections.

“I am more ashamed of my current government,” the Australian said. “They did this deal with no transparency, and they are giving $40 million to a government that they know is corrupt. And besides, what’s this about ‘stop the boats?’ We are Australian, we are all boat people.”
